The meeting was presided with Mr. Ma Jun, the Secretary-general of CECOV. Dr. Guo Dunyao, the CECOV Chairman of KOTEI Chairman gave an inaugural address and expressed his welcome to the arrival of the units attending the meeting. He pointed that, CECOV would be oriented in a strategic target of speeding up scientific and technological development and shortening the gap with developed nations, setting up a platform for industrial cooperation in car electronics. Besides, he called on establishing and improving a cooperation & tackling mechanism for the CECOV to accelerate the industrialization of innovations. 

The meeting approved the 2014 annual financial report of CECOV, made a work summary and then a work plan of work in 2015. Ever since its establishment in June of 2014, CECOV had successfully held the 3rd Wuhan Car Electronics Development Seminar & 3rd CECOV Board Meeting, and completed the initial construction in fields such as election of the financial regulatory body, construction of the CECOV website and member records management, etc. In the future, CECOV would plan and organize more international forums and exhibitions, actively cooperate and launch new technological innovation projects, thus promoting the joint development of industry-university-research cooperation. At the meeting, the members made resolutions regarding the theme of the 4th Wuhan Car Electronics Development Seminar, CECOV policy application and performance assessment and other issues. The Chairman awarded the plaque to the representatives of the council members.
